Exploratory Research on Introduction Background of the Social Welfare Foundation

Abstract

|
The purpose of this study is to find out the introduction background of social welfare foundation in 1970. This is to speculate why new social welfare foundation which was newly introduced in 1970 substituted non-profit foundation based on the Civil Law. According to the previous researches they did not deal with social welfare foundation directly, but explain the introduction of social welfare foundation indirectly through the background of the establishment of Social Welfare Service Law in 1970. The previous research set the starting point of discussion on the Law early 1960s and argues that the systemization of social welfare service, gradual decrease of aid amount due to the withdrawal of foreign-aid agency can be embodied as the background. However, this study shows different contents. Firstly, there needs to consider earlier effort and trial of Ministry of Social Affairs to establish the Social Welfare Service Law in 1958 not in middle 1960s which was newly revealed. Secondly, including this historical change, it is inevitable to consider different baseline of time related with other discussions. As the result, the background can be understood as the effort of Ministry of Social Affairs to control social welfare foundation and social welfare facilities overall for the convenience of administrative uniform and efficiency.
